3. Student Visa (Ryugaku)
- Certificate of Enrollment (Zaigaku Shomeisho) or Student ID: Issued by your university, graduate school, or vocational institution.
- Part-time Work Income Proof: "Permission to Engage in Activity Other Than That Permitted" stamp on Residence Card + recent pay slips.
- Financial Support Documentation: Bank transfer records from family overseas or scholarship confirmation letters.
※Note: Because public housing requires independent livelihood, low-income single foreign students face strict municipal criteria. JKK corporate rentals, UR, or specialized student housing are generally more accessible.
4. Dependent / Spouse of Japanese National or Permanent Resident
- Primary Earner’s Income & Employment Proof: Tax certificates and employment records of the supporting spouse or parent.
- Official Proof of Family Relationship: If family ties cannot be verified through the Japanese Juminhyo, submit official home-country marriage or birth certificates accompanied by a complete Japanese translation.
4. Alternative Income Proof for Recent Arrivals & Job Changers
If you moved to Japan recently, were unemployed last year, or recently changed employers, you will not possess a standard Japanese municipal taxation certificate for the prior year. Operators use standardized formulas to annualize your current earnings based on alternative documents:
For individuals newly employed with zero pay slips yet, official employer documents stating fixed base salary, allowances, and scheduled bonuses. Most public operators annualize this monthly figure to calculate your statutory monthly income.
If you have been employed for only a few months, your employer completes this designated municipal form projecting your 12-month earnings based on actual payments to date.
Every pay slip received since commencing your current job, indicating gross pay, deductions, and working days.
While public housing strictly enforces income ceilings, JKK corporate rentals and UR housing allow applicants with insufficient monthly earnings to qualify via substantial savings (e.g. 100 times the monthly rent) verified through an official bank balance certificate.
5. Key Rules for Foreign Residents: Translations, My Number & Seals
🌐 Japanese Translation Requirements
Any non-Japanese official certificate (such as a foreign marriage certificate) must be submitted with a complete Japanese translation.
- Translator Requirements: While some operators require certified translation agencies or embassy notarization, many accept self-translations as long as the translator's full name, address, phone number, and signature are documented.
- Original Copy: Always submit the original home-country document along with the Japanese translation.
🔢 Strict Exclusion of "My Number"
When ordering a Juminhyo at the city office or convenience store, strictly select the option that omits the Individual Number ("My Number").
- Reason: Under the Social Security and Tax Number System Act, public housing administrative desks are legally barred from receiving, handling, or storing My Numbers.
- Penalty: If your Juminhyo displays a My Number, it will be rejected immediately, requiring you to re-order an omitted version.
🔴 Stamps (Inkan) & Bank Seals
- Personal Seal (Mitin-in): Standard wooden or plastic stamp with red ink paste is required. Self-inking rubber stamps (Shachihata) are not accepted.
- Registered Seal (Jitsuin): If a joint guarantor is required, the guarantor must provide an officially registered seal and municipal Seal Registration Certificate (Inkan Shomeisho).
- Bank Seal (Ginko-in): The registered seal used with your Japanese bank account is mandatory for setting up automated rent deduction.
📅 3-Month Validity Rule
- Domestic Japanese certificates (Juminhyo, Kazei Shomeisho, Inkan Shomeisho) must be issued within 3 months of the screening submission date.
- Foreign certificates are generally evaluated based on home-country validity or within 3 to 6 months of issuance.
