1. The Cohabiting Relative Principle & Household Classification System

Under Article 23, Paragraph 1, Item 1(a) of the Public Housing Act, the foundational prerequisite for public housing is that the applicant must have "relatives currently living with, or intending to live with them (the Cohabiting Relative Principle)". This statutory principle reserves subsidized housing primarily for stabilizing family units.

Single Occupant (Living Alone)Ineligible by default (Exceptions under Reg. Art. 6)Restricted to seniors 60+, disabled individuals, welfare recipients, and specific designated lottery units.

2. Single-Person Eligibility (Age 60+, Disability Exceptions & Open Single Units)

Under Article 6, Paragraph 1 of the Public Housing Act Enforcement Regulations, single individuals may only apply if they meet at least one of the following statutory criteria:

✓
Seniors Aged 60 or Older (Reg. Art. 6, Para. 1, Item 1):

Must be age 60 or older as of the application deadline.

✓
Individuals with Recognized Disabilities (Item 2):

・Physical Disability Certificate (Grades 1 to 4)
・Mental Health & Welfare Certificate (Grades 1 to 3)
・Intellectual Disability Certificate (Ryoiku Techo)

✓
Public Assistance (Welfare) Recipients (Item 4):

Single individuals receiving livelihood or housing assistance under the Public Assistance Act.

✓
Domestic Violence (DV) Survivors (Item 7):

Individuals within 5 years of leaving temporary shelter or within 5 years of a court-issued protection order.

✓
War wounded, atomic bomb survivors, and Hansen's disease sanatorium residents (Items 3, 5, 6)

🏢 Exception: "General Single" Lottery Units Without Welfare Status

Working adults under age 60 without disabilities cannot apply for standard public housing. However, under municipal ordinances enabled by Article 23, Item 2(b) of the Act, local authorities may designate long-term vacant units or upper-floor walkup units (4th/5th floors without elevators) as "General Single Units" open to all working single adults. These are listed specifically in each periodic application round handbook ("Boshu no Shiori").

3. Child-Rearing & Newlywed Households (Lottery Multipliers & Dedicated Units)

To support families with children, Japanese public housing providers offer significant statutory privileges:

1. Relaxed Discretionary Income Ceiling (≤ ¥214,000 / month)

Households with children who have not yet completed preschool (from birth to the first March 31st after reaching age 6) are classified as "Discretionary Households," raising the monthly income ceiling from ¥158,000 to ¥214,000 (Enforcement Order Art. 6, Para. 1, Item 3). In Tokyo and several cities, this threshold is extended up to age 18.

2. Preferential Lottery Multipliers (e.g. 5x Odds)

In Tokyo Metropolitan (Toei) Housing and numerous prefectural lotteries, child-rearing families receive multiple draw tickets, multiplying their selection odds by 5 times compared to standard applicants. Families with 3 or more minor children often receive a 7x multiplier.

3. Dedicated Child-Rearing Quotas & Spacious Units

Operators reserve specific spacious 2LDK and 3LDK units (50–70 m²) exclusively for young families, shielding them from competition against general applicant pools.

4. Senior Households (Silver Pia Complexes & First-Floor Preferences)

Public housing provides supportive architecture and security features tailored for aging residents:

👴 "Silver Pia" Senior Housing Complexes

Specialized public complexes designed for independent senior living.

  • Life Support Advisors (LSA): On-site resident advisors conduct daily well-being checks, assist with minor daily tasks, and respond to emergencies.
  • Safety Engineering: Step-free barrier-free flooring, grab bars, emergency alarm buttons in bedrooms/bathrooms, and passive infrared inactivity sensors connected to water usage.
  • Eligibility: Single seniors aged 65+ or senior couples where both are age 65+.

🏢 Ground Floor & Elevator Priority

  • Priority quotas for ground-floor apartments or elevator-stop floors for applicants with mobility challenges.
  • Income Cap: Senior households where the applicant is 60+ and all cohabitants are 60+ or under 18 qualify for the relaxed discretionary ceiling of ¥214,000 / month.

5. Disabled & Special Care Households (Wheelchair Accessible Units)

Households including individuals with physical, intellectual, or mental health conditions receive legal fee relief and adapted architecture:

Wheelchair-Accessible Housing

  • Prerequisite: Applicant or cohabitant must permanently use a wheelchair indoors, certified by a Grade 1–2 physical disability certificate.
  • Adaptations: Step-free entrance ramps, lowered sinks and kitchen counters, widened internal doors, roll-in showers, and dedicated accessible parking spaces.
  • Application: Recruited through separate dedicated lotteries with higher odds of assignment.

Disability Allowances & Lottery Multipliers

  • Statutory Tax Deduction: ¥400,000 per person with severe disabilities (Grade 1–2) or ¥270,000 for standard disabilities, significantly lowering statutory monthly income.
  • Lottery Multiplier: Preferential draw tickets (typically 5x to 7x) in standard general lotteries.

6. Single-Parent Households (Tax Allowances & Preference Quotas)

Single mothers and single fathers raising children under age 20 benefit from protective economic allowances:

💰
Single-Parent Deduction (Hitorioya Kojo - ¥350,000):

An annual statutory deduction of ¥350,000 is subtracted from household income, enabling single-parent families to easily qualify for the lowest subsidized rent tiers (Tier 1 or Tier 2).

🎯
Dedicated Point-Based & Lottery Multiplier Systems:

Municipalities like Tokyo operate "Point-system application rounds," prioritizing housing allocations based on housing distress and need rather than pure random chance.

7. Corporate Rentals (JKK) & UR Housing for Single Adults & Families

If you do not meet the restrictive single-person welfare categories or exceed public housing income limits, JKK corporate rentals and UR rental housing provide the most accessible alternatives:
